Budget implementation so far: 28% – Daily Trust

The Federal Government’s 2009 budget has recorded the most dismal implementation in recent memory with only about 28 percent implementation with 7 weeks to go before year’s end, Senate sources told Daily Trust yesterday after a meeting with the Finance Minister. Most of the projects earmarked in the budget have not been implemented because Civil Servants in Ministries, Departments and Agencies (MDAs) lack the capacity to implement the Appropriation Act, the Senators said.
Briefing newsmen shortly after the Finance Minister Dr. Mansur Muhtar and Director General of the Federal Budget Office Mr. Bright Okogu briefed the Senate on budget performance, Chairman of the Senate Committee on Information and Media, Senator Ayogu Eze (PDP, Enugu) said the Senate is unhappy with the poor performance of the 2009 budget.
According to Eze, Senate has discovered that Civil Servants in the country are not capable of efficient budget implementation as two months to the end of the 2009 fiscal year some MDAs have only implemented 15 percent of the budget.
