Operations of Chevron Nigeria Limited, Warri, was, on Monday, disrupted for many hours by ex-militants, who were demanding for employment and other human development programmes.

Hundreds of the placard-carrying former militants, under the auspices of the Niger Delta Welfare Committee (NDWC), stormed the office of the multinational company, located on the NPA Effu-run expressway and restricted movement in and outside the premises.

A senior staff member of Chevron, Mr. Tony Emegeari of the Public Affairs Department, the Nigerian Tribune gathered, addressed the representatives of the protesting ex-militants, while their men stayed outside the gate, chanting war songs.

The protest almost turned violent when one of the protesters used his vehicle to block the entrance of the company, but for the maturity exhibited by a deputy superintendent of police, Eluha Clever, who placated the ex-militants to allow free movement in and out of the premises.

Some multi-national oil companies in the country have begun sensitisation of their workers on the Petroleum Industry Bill (PIB) and the likely fall-outs of the proposed law if passed by the National Assembly and signed by President Umaru Musa Yar’Adua.

Essentially, the majors, including Shell Petroleum Development Company of Nigeria, ExxonMobil, Chevron Nigeria Limited, Nigeria Agip Oil Company (NAOC) and the Total Exploration and Production Company Limited, are now sensitising their workers on some of their concerns over the provisions of the bill which they argued would be inimical to their operations in the country. Among the likely effects is laying off of workers.

A source told The Guardian that the oil firms feel that issues bothering on conversion of Oil Prospecting Licence (OPL) to Oil Mining Lease (OML), renewal of OML, conversion and the proposed conversion of Joint ventures partnership into Integrated Joint Venture companies as well as taxation will erode their autonomy as oil exploration and production companies operating in the country.

The source explained that renewal of joint ventures as integrated joint venture companies with Nigeria’s government controlling the major shares would be reduced to usual government establishment where internal politics in appointment of board members and adhering to international code of operation would be compromised.

Barely two months after the cessation of hostilities in the Niger Delta, oil multinationals may have begun to take stock of their losses during the era of attacks on their facilities and kidnap of their workers.

A source revealed to The Guardian at the weekend that following improvement in oil production, the oil companies have started evaluating the cost implications of the destruction of oil and gas facilities in the Niger Delta.

Specifically, the companies operating the joint venture with the Nigerian National Petroleum Corporation (NNPC) are currently updating their data with a view to submitting their report to the NNPC, the senior partner in the venture, so as to address issues on cost and how project implementation will be pursued without affecting output.

The joint venture operators include the Shell Petroleum Development Company of Nigeria Limited (SPDC), Mobil Producing Nigeria Unlimited (MPN), Chevron Nigeria Limited (CNL), Nigeria Agip Oil Company (NAOC) and Total Exploration and Production Company.

The Guardian’s source also hinted that those companies in Production Sharing Contracts (PSC) with NNPC are equally evaluating their losses with a view to presenting them to the NNPC’s National Petroleum Investment Management Services (NAPIMS) for consideration.
