			<content:encoded><![CDATA[<p>There were strong indications yesterday that President Umaru Yar’Adua is adamant on the new eight-year tenure for Permanent Secretaries and Directors in the Federal Civil Service.</p>
<p>But the controversy over tenure appointment heightened yesterday as those who may be affected by the policy alleged that the Head of Service, Mr. Steve Oronsaye, did not follow due process.</p>
<p>Oronsaye had, in an August 26 circular, ordered all permanent secretaries and directors, who will be eight years in office by January 1, next year, to submit their pre-retirement notice.</p>
<p>About nine of the 36 surviving Permanent Secretaries in the federal Civil Service and over 100 directors may be forced to retire by January.</p>
<p>In the last three weeks, permanent secretaries and directors who may be affected by the policy have been trying to resist it, culminating in a spate of flood to President Yar’Adua.</p>
