			<content:encoded><![CDATA[<p>The permanent secretary in the Niger state Ministry of Youth and Strategy, Alhaji Adamu Umar, who was kidnapped a week ago, last weekend reunited with members of his family, just as the Niger state governor Dr Muazu Babangida Aliyu, described kidnapping as “crime against humanity.”</p>
<p>Alhaji Umar was kidnapped at Dikko junction, on his way to Minna, after a contact session at the Ahmadu Bello University Zaria, where he was pursuing a Masters’ degree programme.</p>
<p>Umar stopped at Dikko to purchase a gallon of red oil when the kidnappers abducted him.</p>
