Nigerian Communications Commission (NCC) has unveiled a draft proposal that would allow subscribers to reclaim unused airtime from inactive SIM cards. The draft, titled "Guidance on Unutilized and Unclaimed Recharges," was discussed during a recent virtual stakeholder engagement forum.
The proposed guidelines seek to address the growing issue of unused prepaid balances, especially on deactivated or dormant lines. With millions of Nigerians relying on prepaid mobile plans for their flexibility and affordability, the NCC believes this move is crucial for ensuring that consumers do not lose out on their unused credits when their lines become inactive.
Aminu Maida, the NCC's Executive Vice Chairman, highlighted that inactivity could lead to the deactivation of a prepaid line after six months, and if the inactivity persists for another six months, the line could be recycled. However, under the new guidelines, subscribers will be able to reclaim any unused credits within one year, provided they can verify their ownership of the account.
The NCC’s head of legal and regulatory services, Chizua Whyte, explained that mobile operators will now be required to conduct comprehensive audits of inactive accounts and offer service alternatives to subscribers. These alternatives include using the unused credit for voice services, data plans, or value-added services, rather than monetizing forfeited recharges. The draft also mandates operators to educate consumers on the new policy and provide clarity on the process.
The proposed guidelines further stipulate that non-compliance with these regulations could result in penalties, including fines or other regulatory actions. NCC has set a 90-day deadline for telecom operators to adhere to the new standards, with periodic audits to ensure full compliance.
Once finalized, these guidelines are expected to enhance transparency, safeguard consumer interests, and maintain a fairer telecom environment across Nigeria.
