Nigeria has always ranked in the lower end when it comes to the ease of doing business.

The world bank and several other bodies has stated severally that this, among many other things, need to be fixed before Africa's most populous nation can fulfill its potentials and become the giant it wants to be.

Taking action, President Muhammadu Buhari in August 2016 approved the Constitution of the Presidential Enabling Business Environment Council (PEBEC).

The council chaired by Acting (Vice) President Yemi Osinbajo, with the Minister of Industry, Trade and Investment, Okey Enelamah, as Vice Chairperson.

This body has identified 4 'quick-win' areas of reform, as follows:

  • Improving Entry and Exit of Goods;
  • Improving Entry and Exit of People;
  • Government Transparency;
  • Improving Government Procurement Process for Small Businesses.

The President also approved the establishment of the Enabling Business Environment Secretariat (EBES) as the operational arm of PEBEC. EBES will be domiciled in the Nigeria Investment Promotion Commission (NIPC).
