The U.S. President Barack Obama, is seeking approval from Congress for 500 million dollars aid to train moderate Syrian armed rebels.
Caitlin Hayden, Spokesperson, National Security Council that advises Obama, said on Thursday in Washington that the fund was part of a request for 1.5 billion dollars in Obama's proposed counter-terrorism partnership fund.
She said that the request was targeting help for Syria's neighbours which include Jordan, Lebanon, Turkey and Iraq.
Hayden said the 500 million dollars funds would help defend the Syrian people and stabilise areas under opposition control.
She said it would also assist to facilitate the provision of essential services, counter terrorist threats, and promote conditions for a negotiated settlement.
Hayden said it was not clear if it would provide weapons to the rebels.
She said it was very obvious that Obama administration, does not want U.S. arms to fall into the hands of Islamist militants now pouring into Syria and more recently into Iraq.
