The Kaduna State government has announced the signing of an agreement with a Chinese firm to construct a refinery in the state, using crude oil from Niger Republic.

Representatives of the Kaduna Refinery Consortium and the China Machinery Engineering Corporation, CMEC, signed the agreement on the project this week in China. Governor Nasir El Rufai signed for the Kaduna consortium, Li Mingqiang, signed for CMEC.

According to a statement from Samuel Aruwan, the government's spokesman, the crude oil will be supplied to the 50,000 barrels per day refinery via a 400-kilometre pipeline from Niger to Kaduna.

During the trip El Rufai also signed a tripartite memorandum with the government of Hebei province and the China Civil Engineering Construction Corporation, CCECC, to facilitate exchanges and cooperation in the areas of economy, trade, energy, infrastructure, technology, culture, education, tourism and health.

If a state can sign such deal, then the federal government has not been doing the right thing. The federal government can build more stable refinery in the country.

Don't you think it's time for the states to start taking some responsibilities.

With that idea, confederation will quickly set in. If the states take up FGN responsibility What then is the essence of a central government. I concur with you but the FGN will not allow it because they are afraid to grant/practice confederation.

Spot on.

However, it'd do the nation a big favor if a balance can be found
