Governor Rochas Okorocha has denied wrongdoings by governors in the refund of the paris club debt to state governments by the federal governments.
According to him, the funds are originally owned by the state and local governments and was wrongly taken by the federal government.
He also explained the perceived "fraud" in the whole issue, saying the money deducted was for consultancy.
