Nigeria- The Federal Government has stopped the sponsorship of public servants to foreign training and international travels from Jan. 2015, a circular issued by Head of Civil Service of the Federation, Mr Danladi Kifasi, in Abuja on Thursday said.

The circular, signed by Mohammed Manga, Assistant Director (Media Relations), explained that the embargo was part of cost-saving measures caused by fall in oil price and the resultant dwindling revenue.

The circular said proposals for participation or attendance of international conferences, training, presentation of papers and signing of MoUs shall no longer be allowed except those fully funded by sponsoring or inviting organisations.

``No ministry, extra-ministerial office, department, agency or parastatal should send staff outside Nigeria for training at government expense.

``This is whether or not the agency draws funds from federal government’s budget or meets its financial needs from revenue generated by it.’’

The circular emphasised that public servants invited for foreign training would be allowed to travel provided that no travel, estacode or any other costs on government was involved.

It stated that local training would continue and where necessary, foreign experts might be invited to conduct training for which there are no local experts.

According to the statement, requests for international travels are essential and strategic cases must be strictly justified with evidence of sources of funding.
