Nigerians have been made to understand that there are some set of people who influences President Buhari's decision and actions. They are more like mere advisers and close to the ears of the president with much power at their disposals, known as Cabals.
According to Wikipedia, Cabal is a group of people united in some close design together, usually to promote their private views or interests in an ideology, state, or other community, often by intrigue, usually unbeknown to persons outside their group.
The President of the Senate, Bukola Saraki during one of his trial at the Code of Conduct Tribunal alleged that a powerful cabal within the President Muhammadu Buhari’s government had hijacked power from the retired general.
The statement which the Presidency debunked saying the Senate President, Saraki’s claim was ridiculous and preposterous since it was not backed by facts and detailed information.
The President’s wife, Mrs. Aisha Buhari also in an interview with BBC Hausa warned that her support for her husband for 2019 election rest on the her husband’s readiness to shake-up his government.
The soft spoken Aisha Buhari in a BBC Hausa interview said that Buhari’s government has been hijacked by cabal who are “behind presidential appointments”.
Here is a list of seven political and powerful cabals that have taken over the administration of President Muhammadu Buhari in Aso rock, as compiled by Nigerian Bulletin.

Daura’s influence in government did not start today. He and Buhari belonged to a group called “Kaduna Mafia” which was a group of young Northern Nigerian intellectuals, civil servants, business tycoons and military officers residing or conducting business in the former Northern capital city of Kaduna during the end of the First Republic.
In 1983, when the then General Muhammadu Buhari took over power from the democratically elected government of Shehu Shagari, Daura became very influential at the time. He even became the head of African International Bank and chairman of the board of Nigerian Television Authority.
He was also fingered for plagiarising United States President, barack Obama for the Nigeria's president.
